This metric is the percentage reduction of total water use on campus, based on the FY08 baseline.  The FY08 baseline water consumption was 1,312,492 KGAL.  The difference between the "current year" and the baseline volume, divided by the baseline volume equals the percentage reduction.  For example, FY09 consumption was 1202497.23 KGAL, so the difference is (1,312,492 - 1202497.23) = 109994.77, and the percentage equals the difference of 109994.77 divided by the baseline year consumption of 1,312,492 = (109994.77 / 1,312,492) = 8 percent.
