This metric represents the percent of bikeway projects that were proposed in the 2014 Campus Bike Plan that have been fully installed.  The numerator is the # of finished projects, and the denominator is the total # of proposed projects.  Please note: the actual implementation may be slightly different than proposed in the 2014 plan.  This will not include study areas.  Also, if a proposed project was broken into two parts and one part was installed, then the # of proposed areas in the denominator will be increased by one.
