Description
In 2021, Champaign County joined several counties in Illinois taking advantage of Commercial Property Assessed Clean Energy (C-PACE). The program administrator for Champaign County’s program is the non for profit Illinois Energy Conservation Authority, NFP (IECA). C-PACE is a program that provides financing to private building owners for energy efficiency, renewable energy, water conservation, electric vehicle charging and resiliency projects (“PACE Projects”) in commercial buildings. Eligible improvements include HVAC, lighting and solar photovoltaic (PV) systems and other improvements in both existing buildings and new construction projects.
Background
Champaign County Ordinance No. 2021-8 established a Property Assessed Clean Energy program for Champaign County commercial properties. Champaign County designated The Illinois Energy Conservation Authority NFP (IECA) as the program administrator in 2021. C-PACE is enabled by Illinois legislation 50 ILCS 50/ Property Assessed Clean Energy Act. One of the distinguishing features of C-PACE is that it is secured by a special assessment lien on the property and is repaid as a line item on the property tax bill.
