    Libraries Win Energy Awards

    The Energy Conservation Incentive Program (ECIP) at Illinois awards building upgrades on campus in facilities which have produced top energy conservation results. Each year eight campus buildings receive ECIP awards in two separate categories. Those selected have demonstrated the greatest percentage of energy conservation over a one-year period.

    In 2013, three of eight awards went to Urbana campus libraries. The Undergraduate Library won 1st Place in the Occupant Action category; in the Energy Advancement category, the Main Library took 3rd Place while the Grainger Engineering Library took 4th Place. These libraries will work with the Utilities & Energy Services Division within Facilities & Services at the University to implement upgrades to their appearance or functionality.

    The Energy Advancement category is for campus buildings whose energy reduction is the result of central funding from a significant energy conservation project. The Occupant Action category is for those buildings which have not benefited from such projects in the last fiscal year.

  3. Explanation of calculations

    We take total energy usage by building (electricity, Steam, Nat Gas and Chilled Water) convert all of those to one common unit, MMBTU (million British Thermal Units) and after adjusting for the weather differences between years, compare each building's annual usage with the year before.  We then convert the change into a percentage and then rank all eligible buildings by percentage saved.  The top four in each category win first through fourth.     Having won in FY13 does not disqualify you from winning in the future.  The goal is to encourage individual contributions to saving energy.   Mike Marquissee

  4. Letter to SSC

    Dear Student Sustainability Committee,   As the new Transportation Demand Management (TDM) Coordinator in Facilities & Services, I am writing to introduce myself to the Committee and provide you with an update on the Bicycle Parking Upgrade project, which I have taken over as part of my new role. We have been transitioning the role of TDM Coordinator from Morgan Johnston to me since June, and she has been working to bring me up to speed on the large number of transportation infrastructure projects happening across campus, including bicycle parking upgrades. While we have made progress toward the completion of this project, we are requesting an additional extension to finish the work.   In addition to the delay from the staff transition period, we have taken some time to evaluate our various options to ensure that the upgraded racks provide the long-term solution that was intended by SSC’s funding award. One of the primary challenges with this project is that many of the bike parking locations selected for this project are in need of concrete or pavement upgrades; however, funding is not in the TDM budget to pay for these upgrades. One location, the Art & Design Building, has been completed so far with financial support from the Art & Design Department to re-lay new concrete at that site.  For the majority of the other locations, however, there is no funding available from the departments to repair or replace the cracked and degraded concrete.  This has made us hesitant to install new bicycle racks onto pavement that will need to be replaced in a matter of years.   As a more permanent solution, we are looking at a few alternative configurations of bike racks.  All those we are considering are moveable and can easily be relocated – whether to upgrade the pavement beneath them, to accommodate a construction project, or to permanently relocate a building’s bicycle parking to a more optimal location over time.  We are looking at rack units which can be purchased and also a rack where 5 U-loops would be installed on rails, rather than directly cemented into the ground. While the initial cost of constructing the loops on rails is higher, it is a much more sustainable approach to bike parking given the challenges at these locations, and it is more affordable than replacing the pavement at each location. A rack unit can also be placed on permeable pavement, or even in a gravel/grass location temporarily as needed.  The lifespan of a bike rack unit is significantly higher, and offers much greater flexibility for placement and upkeep of the racks and surrounding landscape. Due to a potential increased initial cost of the racks on rails configuration (if this is what is determined to be the approved configuration), I may be requesting approval to change the scope of the project.  A change of scope is necessary because fewer total bike parking loops may be possible when on racks. Once we have identified a configuration that meets the best need of the users, we will be ready to proceed with the project and do not expect any further delays, but getting to this point has taken longer than originally expected. We anticipate being finished with the installation of these racks before the beginning of the fall semester 2014. Please let me know whether this change in the scope of the project is acceptable to the SSC.  I will keep you informed on the status and look forward to working with you on the best solution for our campus.   5. bike parking review meeting

    Stacey DeLorenzo, Amelia Neptune, Morgan Johnston, and Noel Grove met to review the bike parking estimates for this project.  There are a few locations where the pavement is in terrible condition, so we discussed options for handling those locations.  The racks could be installed on rails, or the pavement could be replaced.  There were also a few locations where there are conflicting major projects occuring in the near future.  Stacey will talk to the project managers for those sites to work through the solutions for the bike parking installation.

    Additionally, this project includes the installation of one bike fix-it station at Allen Hall.  Amelia began this work and Stacey will take it over now.  Stacey and Amelia will meet with Sean Sullivan in the SSC to provide him with an update.  Noel Grove will provide cost break downs with the pavement work separate from the bike rack installation work.  He will also contact the Iron Workers to discuss options for racks on rails built in-house.

  6. 2009 Classroom Occupancy Sensor Installation

    In 2009, the Student Sustainability Committee awarded $50,000 to Facilities & Services for installation of occupancy sensors to control lights in ten campus buildings: Animal Sciences Laboratory, Architecture Building, Bevier Hall, Chemistry Annex, Huff Hall, Materials Science and Engineering Building, Mumford Hall, Music Building, Noyes Laboratory and Transportation Building. The funds were used to install a total of 230 occupancy sensors in 223 rooms in these ten buildings.

  7. 2008 Classroom Occupancy Sensor Installation

    In 2008, the Student Sustainability Committee awarded $20,000 to Facilities & Services for installation of occupancy sensors to control lights in three campus buildings: Loomis Laboratory, Foreign Languages Building, and Armory. Later, the budget was increased to $50,000 and the scope expanded to include seven additional buildings: Davenport Hall, Everitt Electrical Building, English Building, Henry Administration Building, Psychology Laboratory, Mechanical Engineering Building, and Wohlers Hall. The funds were used to install a total of 332 occupancy sensors in 272 rooms in these ten buildings.

  8. Bike fix-it station update

    Subject: Bicycle Repair Station outside of Allen Hall

    Hi Vonne,

    As you may recall, earlier in the school year we had discussed that there is some funding for a new bicycle repair station near Allen Hall/CRCE. The original location we proposed near Gregory Drive in front of CRCE was rejected by the Architecture Review Committee, and they have proposed a better location near the bike parking area in front of Allen Hall. I would like to get your OK on this location before we move forward.

    The first attached PDF shows the location proposed by the Architecture Review Committee. As you’ll see in the photos on pages 2 and 3, it is on existing pavement, close to the bike parking, but not blocking a walkway, which I think is ideal.

    The second PDF shows the specifications of the newly designed repair stations so you know what it would look like. The new design is much smaller and (in my opinion) more attractive than the existing repair stations we have elsewhere on campus. The blue color of the existing stations is no longer available, so our plan is to match the color of the adjacent bike parking, in this case black.

    Please let me know if Housing has any objections to this location, or would like to meet there in person to discuss it further. Once I have your approval, we’ll move forward placing the order and installing this summer.  Please let me know if there are any questions.

  9. Art and Design bike racks funded

  10. Racquetball Court Energy Reduction Project

    Associated Project(s): 

    Twelve racquetball and three squash courts at the Activities and Recreation Center (ARC) were retrofit with 193 fluorescent and 96 mercury vapor light fixtures. The project was funded by the Student Sustainability Committee through an interest-free loan of $75,000.

    Once the lighting retrofits were completed, occupancy sensors were installed in all 15 courts.

    The overall cost of the project ended up at $61,203.69 -- $13,796.31 less than the original quote. Campus Recreation requested that the remaining balance stay with the division and be used to further fund energy reduction projects within their facilities.

    The total average reduction in power consumption is 129,226 kWh. This is a 75.7 percent decrease in consumption, which translates to an annual savings of $9,020. The simple payback for this project is 6.78 years.

  11. RLF Occupancy Sensors FY12

    Ten buildings on the University of Illinois at Urbana-Champaign campus were selected to receive RLF funding for occupancy sensors in FY12. In order from top priority to lowest priority, the buildings that received funding are Gregory Hall, the Foreign Languages Building, the Agriculture Engineering Sciences Building, Newmark Laboratory, the Rehabilitation Education Center, the Education Building, the Law Building, the Water Survey Buildings, Noyes Laboratory, and Freer Hall. The University will now proceed to implementation of occupancy sensors in all of the above buildings.

    Gregory Hall, the Foreign Languages Building, Newmark Laboratory, the Rehabilitation Education Center, Noyes Laboratory, and Freer Hall have also been selected to receive HVAC occupancy sensors.

  12. Cost estimates requested for first 5 locations

    Transportation staff submitted work order requests to have cost estimates for time and materials for the first five locations to be upgraded from donut hole bike parking to U-rack bike parking.  The remaining nine locations need to have CAD drawings produced and apprroved before costs can be estimated.

  14. Campuswide Occupancy Sensors

    In 2008, $50,000 was awarded to Facilities and Services to install occupancy sensors in 272 rooms across 10 highly-visible campus buildings. Where in use, the automatic lighting controls reduce energy usage by 30% (total savings of $11,900/year plus inflation) and greenhouse gas emissions (by 88,000 lbs CO2, 323 lbs of NOx, and 1,079 lbs SOx per year). The sensors are a daily reminder to students, faculty, staff, and visitors of the University of Illinois’ commitment to sustainability.

  15. Campus-wide Bike Parking Funding Agreement

    Bike parking is essential for supporting green commuters as well as raising awareness and supporting biking on campus. In 2009, the SSC funded $10,600 for standard bike parking at three popular locations on campus, Freer Hall, the Undergraduate Library, and the Agricultural Engineering Sciences Building. Later in 2012, SSC provided $225,000 in order to replace old donut-hole bike parking with U-loop parking at the Armory, the Main Library, the Foreign Language Building, and other high-traffic areas on campus.

  16. IUB Retrocommissioning and Occupancy Sensors Loan

    Program Background:

    The Student Sustainability Committee (SSC) is tasked with the allocation of the proceeds of two student environmental fees – the Clean Energy Technology Fee and the Sustainable Campus Environment Fee, to improve the sustainability of our campus. The committee has established a program to make funds available for efficiency projects that will be later returned for reinvestment in future projects.

    Committee funds will be made available to the Office of Sustainability which will carry out an inter-departmental transfer to the Receiving campus unit. The Receiving unit agrees to return the transfer to the Office of Sustainability, in installments, as described on the next page, for reuse by the SSC.

    Project Description:            

    The Illini Union seeks funding to retro-commission the Illini Union Bookstore building, and to install Occupancy Sensors in the Illini Union building. The Illini Union Bookstore building contains both academic and auxiliary units, and the SSC loan will allow for complete retro-commissioning of the building. Retro-commissioning is expected to cost $113,000; the RCx process identifies defective components within the HVAC systems, reconfiguring and controlling them to function more efficiently, decreasing wear and tear and extending their service life by 20 years (as part of a regular preventative maintenance program), as well as reducing building energy consumption.

    The SSC loan will also provide $67,000 to install lighting occupancy sensors in the Illini Union, in food service preparation areas, restrooms, office areas and meeting rooms, which will reduce energy and lighting use.

    Terms:

    The Student Sustainability Committee is in favor of the Office of Sustainability transferring an amount of $180,000 to the Illini Union completion of this work. These funds are to be drawn from the Sustainable Campus Environment Fee account managed by the SSC, as needed to complete the project. All funds requested from the SSC must be expended before 30th September 2010, else the unit must apply for an extension.

    The Illini Union agrees to return the funds provided by carrying out annual transfers to the Office of Sustainability due on the 15th of August of each year in the following manner:

    $20,000 – Due 15th August 2011

    $40,000 – Due 15th August 2012

    $40,000 – Due 15th August 2013

    $40,000 – Due 15th August 2014

    $40,000 – Due 15th August 2015

    The Office of Sustainability will direct them back to the Committee’s account. The Illini Union will provide a close-out report about the project after installation. The Illini Union will also appropriately publicize the Committee’s support of these projects.

    All funds provided by this transfer will be used in a manner consistent with University of Illinois policies and procedures.

  17. Occupancy Sensors Funding Agreement

    This proposal looks to install occupancy sensors in classrooms, hallways, restrooms, lounges, and other public areas in twenty heavily used campus buildings, chosen according to the number of student contact hours. This project will reduce energy usage by 30% in affected areas, saving the campus approximately $18,000 per year in energy costs (based on a $0.0689/kWh rate), and reduce emissions by nearly 440,000 lbs of CO2 equivalent. This highly visible effort is expected to increase student and community awareness of the impact of reducing lighting usage. These sensors will serve as a lasting and permanent public statement of campus commitment to responsible sustainable behavior. Thus, the Student Sustainability Committee is in favor of funding the fully requested amount of $50,000.
